The channel 31-7, Alpha, is the design of leadership, for better or worse — and nothing more is implied than that. This is the mechanics of influence. It's the mechanics of leading and governing. The gloss over the lines speaks of the law of friction, active or passive, which produces the transmission of properties, qualities, knowledge, information, and the like, and, consequently, influence. All influence comes down to transmission. Whatever needs to be transmitted gets passed on to the people who have the power to act on it. Remember, this belongs to the primary gates of the Self, and it's the logical process, which suffers from a shortage of energy. Gate 31 represents the democratic leader, and what we call democracy itself. A person like this has to be chosen, or elected. When someone becomes a political leader, it doesn't matter how they got there — they have to pass on the quality of their leadership to other people. They have to transmit the pattern to others, or there's no one left to lead — nobody's going anywhere. It's that simple. Put differently, a leader is always dependent on the quality of the transmission and the quality of what's being transmitted. If that quality is high, the leadership has value. If it's low, the opposite is true.
