That kind of agreement gives a decision real strength — it holds together through shared understanding, not submission. People who took part in reaching the agreement then support the outcome on their own, because they feel their voice is actually in it.
But full agreement isn't always possible, and sometimes a decision has to be made knowing someone will be unhappy with it. Waiting endlessly for perfect unanimity means never moving forward — agreement is a goal, but it isn't always a mandatory condition for action.
